The amendments proposed in (7) for the

supplementary agreement call for no special comment,

and if you agree, I think that the substance of (7),

except the last sentence, might be communicated to

Imperial and International Communications Limited by

letter, asking if they concur in the proposed amend-

ments to the supplementary agreement. I should not

be inclined at this stage to mention the desire

expressed by the Hong Kong Government in the last

sentence of the telegram to abandon the agreement in

the event of the company not being ready to proceed.

It will be time enough to consider whether something

of this sort should be said if the company show signs

of a wish for delay.

The company has not yet signified concurrence

in the proposals contained in paras. 2 - 6 of (50) on

82765/31, the re-drafting of Articles 1,2,13,14 and 19

of the Articles of Agreement.

Will you be good enough

to suggest what should be said in the letter as to

this, and as to further procedure for the completion

and signing of the Articles of Agreement and the

Supplementary Agreement.
